Today, the Ministry of Construction and Housing announced the opening of the 11th lottery for the subsidized housing program. The lottery will take place after Pesach and will include approximately 7,000 government-subsidized apartments. In the upcoming lottery, up to 50% of the apartments will be allocated to active reserve service members, of which 25% will be allocated to combat soldiers.
In this lottery, the first in 2026, apartments will be raffled off across the country in the cities of Ashdod, Rehovot, Hadera, Ma'ale Adumim, Kadima-Tzoran, Rekhasim, Beit Dagan, Bnei Ayish, Kfar Manda, Kiryat Gat, Nahariya, Eilat, Yehud, Rishon LeZion, Bat Hefer and Kfar Saba.
These are apartments priced up to 2-2.5 million shekels, with significant discounts that can reach 33-37%, meaning savings of hundreds of thousands of shekels for the winners.
It is important to know that the winners do not receive a ready-made apartment, but rather are awarded the right to purchase an apartment in a new project that has not yet been built. Contractors who win state tenders, including discounted apartments, advance the planning and licensing procedures with the local authority - and when the project is close to receiving a building permit, those eligible are invited to register and choose the relevant apartments. Winners are prohibited from selling the apartment they won for 5 years from the date of receiving the key, or 7 years from the date of winning the lottery, but it can be rented out.
As was the case in previous lotteries, those eligible can register for three cities, and for all the lotteries in these cities. In order to register for the lottery, applicants first need to obtain a Certificate of Eligibility to prove that they are first-time buyers. The certificate of eligibility for registration can be issued until the end of April.

Certificates of eligibility for registration can be issued online on the websites of the registration companies: Alonim, Milgam and Maof.
The cost of issuing a certificate of eligibility is NIS 200, the issuance process takes up to 10 days, the certificate is valid for one year, and must be extended before it expires - the cost of extending validity is 50 NIS.
