Yesterday the Israel Land Council unanimously and finally approved its decision from last week to split the 11th lottery of the government's "Apartment at a Discount" discounted housing program, so that it will be offered to reserve servicemen only - and will open today Monday May 25th, 2026, in the afternoon. In the lottery, contestants are eligible for the right to buy an apartment at a discount of hundreds of thousands of shekels.
Another lottery also for 4,000 units, which is intended for the general public will be held in the future. A High Court of Justice ruling states that benefits cannot be given to those who do not serve in the IDF.

In this lottery there are 425 apartments in Beit Shemesh - in 4 projects.
This development follows two postponements of the opening of registration for the original lottery, which was supposed to include 8,000 discounted apartments in 19 localities across the country, including: Beit Shemesh, Ashdod, Beit Dagan, Kfar Manda, Kfar Saba, Ma'ale Adumim, Nahariya, Rishon Lezion, Rehovot, Bnei Aish, Bat Hefer and Rechasim. The first postponement, from mid-April, was made in order to implement the Minister of Housing's "From Reserves to Key" initiative, in which 50% of all apartments will be designated for reserve personnel. At the end of April, the opening of the lottery was frozen once again, under the guidance of the legal advice at the Ministry of Justice, following the decision of the RAMI Council according to which in tenders in areas with a Haredi character, the increased allocation of 50% would not apply to reservist, and the rate would remain at 35% in accordance with the previous policy.
50% for reservists - even in Haredi communities
It was decided that the previous council's decision on a reduced allocation to reservists in Haredi localities will be amended so that in all localities, the preference for reservists will increase from 35% to 50%.
In order to register for the lottery, applicants first need to obtain a Certificate of Eligibility to prove that they are first-time buyers, or haven't owned a home in the last 3 years. Check here to see if you are eligible to enter the lottery: https://www.gov.il/he/
Certificates of eligibility for registration can be issued online on the websites of the registration companies: Alonim, Milgam and Maof.
The cost of issuing a certificate of eligibility is NIS 200, the issuance process takes up to 10 days, the certificate is valid for one year, and must be extended before it expires - the cost of extending validity is 50 NIS.
