Arnona is the city tax that finances municipal activities for the residents in the areas of education, culture, youth and sports, welfare, the environment, security, gardening and more. Residents must pay the tax in advance.

There is entitlement to a discount, depending on the level of income or according to personal situation. To receive the discount, it is necessary to submit various documents listed on the municipality's website. 
The deadline set for applying for a discount was initially set as 30th June, but it has now been postponed till 31st August 2024 - כ"ז באב תשפ"ד.

Applications submitted after this date will be given the discount from the date of request/completion onwards only.

1. Fill out the digital form on the municipality's website - see link above, or go to the Iriyah (in Naimi Plaza). You need to make an appointment - call: 1700-500-521 Ext 3.
   
   
2. You will need a copy of your Teudat Zehut with paper 'sefach' (appendix) showing the details of all those living in the property including children over the age of 18. The appendix must contain a residential address in Beit Shemesh.

To apply for a discount based on income:

To apply for a discount based on personal situation:
There are fixed discounts for people who receive welfare and income support such as senior citizens, people with disabilities, single parents, new immigrants and serving soldiers. There are now also discounts for soldiers who have served in Miluim.

Required forms and certificates can be downloaded on the National Insurance Institute website or issued at a National Insurance machine located at the entrance to the municipality building in Naimi Plaza. You will need a PIN code which can be obtained from the National Insurance Hotline *6050.
