Many people are eligible to get discounts on the city tax payments: Senior citizens, people on income support, people with disabilities, single parents, soldiers, students and new immigrants. New Olim are entitled to a 90% discount on Arnona (city tax) payments for 12 months.
People on low income are also eligible to get a discount - based on last year's income. See the chart above.
Eligible for a discount? Submit an application by 30th June 2026 and attach all documentation. If you apply before this date, you can request back-dated discounts, from the start of this year. Applications submitted after this date will be granted the discount from the date of the application/ completion onwards only (and not back-dated to the beginning of the year).
1. Mandatory Documents for EVERY Adult (18+)
To apply, you must submit three specific documents for every person living in the property over age 18:
Income Records: (Details below).
Bituach Leumi (National Insurance) Docs: "Period of Employment" report or "Non-working" status.
Teudat Zehut: Must include the physical slip (Sefach) showing the current Beit Shemesh address.
2. Proof of Income (Based on Status)
Employees: Form 106 for 2025 OR 3 pay stubs (salaries) from October, November, and December 2025.
Self-Employed: Must provide a 2025 tax assessment (Shuma). If 2025 isn't ready, submit 2024 with a declaration.
Kollel/Students: An official "Ishur Limudim" stating hours and any stipend amount received.
Housewives: Must be declared as such on the application form.
3. Key Deadlines & Rules
The Deadline: Applications must be submitted by June 30th, 2026.
New Residents: If you moved to Beit Shemesh mid-year, you can apply for a discount starting from the date you officially moved in (3 months prior to registration).
Automatic Requirement: Discounts are only applied if you have an active Direct Debit (Horat Keva) or if the annual bill is paid in full upfront.
4. Standard Discounts (Examples)
Common fixed discounts:
75%–80% For those receiving specific Bituach Leumi disability/income support.
40% For those with a medical disability of 90% or higher.
33% For parents of a child receiving a disability allowance (up to 100sqm).
5. How to Submit
Online (Recommended): Via the Mast! Website or the Beit Shemesh Municipality website.
In-Person: At the Collection Department (Agaf Hagviya) in Kanyon Neimi (Floor 2). Note: You must book an appointment in advance.
Hours: Sun, Mon, Wed, Thu: 8:15–13:00. Mon afternoon: 15:30–17:00.

26th April 2026 Update from the Beit Shemesh Municipality
The main "headline" changes are:
1. Special Needs Expansion
The city council recently approved a significant change for families with children with special needs. Previously, certain discounts stopped when a child turned 18. The new update ensures that these discounts (up to 90% for up to 100sqm) continue even after the child turns 18, removing a major bureaucratic and financial hurdle for these families.
2. Income-Based Ease of Submission
While the Ministry of Interior updated the nationwide income brackets to align with the current minimum wage, Beit Shemesh is allowing a more flexible submission:
The "3-Pay-Stub" Rule: Despite some newer, more rigid regulations, the city is still allowing residents to apply using pay stubs from the last three months of the previous year (Oct–Dec 2025) rather than requiring a full year's Form 106, which makes it much easier for people whose income fluctuated.
3. Bureaucracy "Lite"
The municipality is pushing the MAST! digital platform heavily to reduce the need for appointments in person.
Automatic Checks: If you are an Oleh Chadash (within 24 months of Aliyah), a Senior Citizen, or a Soldier, the system is now better integrated to verify status automatically once your Teudat Zehut is uploaded.
Single-Parent Benefits: Clarified eligibility for single parents, including those in the process of separation or those who have spent time in a shelter, ensuring they receive the 20% discount without excessive "proof of hardship" beyond standard documentation.
4. Who is Eligible? (Quick Checklist)
Low Income: Based on a sliding scale of household size vs. gross income.
Olim Chadashim: 90% discount for 12 months (must be used within the first 24 months).
Seniors: 25%–30% (or up to 100% if receiving income support).
Disabled/Special Needs: 40%–80% depending on medical percentage; 33% for parents of a child with a disability.
Soldiers/National Service: Up to 100% for the duration of service + 4 months post-discharge.
