Beit Shemesh is among the five largest cities with the lowest average salary in Israel.

For the first time, Israel’s National Insurance Institute (Bituach Leumi) has published a new salary report, offering a detailed snapshot of the salaried workforce in Israel across various demographics. The report covers wage and employment data for 2023 and 2024 and highlights growing income gaps between high earners and the majority of workers.

The newly released data reveals significant differences in average monthly salaries among Israel’s larger cities (those with over 75,000 residents). Herzliya ranks highest with an average salary of ₪22,048 per month, followed closely by Ra’anana and Modi’in. Tel Aviv comes in fourth with ₪21,299 per month.

On the other end of the scale, the cities with the lowest average salaries are:

- Modi’in Illit – ₪8,002

- Bnei Brak – ₪9,244

- Rahat – ₪9,393

- Beit Shemesh – fifth from the bottom, with ₪10,137

- Jerusalem – sixth from the bottom, with ₪11,216

This new salary tracking system began following the COVID-19 crisis in 2020. Employers were required to start reporting monthly wages using Form 100, which includes detailed information on each employee, not just aggregated by employer. This has led to a more accurate and up-to-date picture of the job market.

Unlike data from Israel’s Central Bureau of Statistics (CBS), the Bituach Leumi report reflects real-time salary information for individual employees. Previously, the CBS data could be skewed, especially when one worker held multiple jobs and was counted more than once. Now, the system provides clearer insights into actual income per worker—not just per job.

The report shows that while the average salary has risen, this increase is largely driven by high earners. As a result, income inequality is growing. In 2024, the average salary stands at ₪14,657—up 5.5% from 2023. However, the gap between the median salary and the average salary is ₪4,289, indicating that a large portion of workers earn below the average.
