New Law: Register and display a license plate for electric bicycles and scooters.
Starting from this Thursday, 1st August 2024, it will be compulsory to register and display a license plate for riders of electric scooters and bicycles. The Israel Police will be authorized to give fines for riding electric scooters or bicycles that do not have a license plate.
Today, Monday, the Knesset Economic Committee will review a law that will allow fines to be imposed for riding electric scooters or bicycles without a license plate. The proposed effective date for this fine law is September 1st, 2024. The fines are tiered, starting at 100 shekels in the first year and increasing progressively, reaching 750 shekels after two years.
The Israel Police is authorized to enforce the regulations regarding the display of license plates for electric scooter and bicycle riders starting from August 1st.
Following this, municipal inspectors will also be able to carry out enforcement.
About two weeks ago, the Transport Ministry launched a campaign to promote awareness of registering electric scooters and bicycles, which has significantly accelerated the registration rate. Extensive efforts are underway with local authorities to collaborate on raising awareness about the new law.
So far, more than 50,000 owners of electric scooters and bicycles have registered on the Transport Ministry’s website, and the registration rate is continuously increasing. Recently, the average number of daily requests for license plates has been approximately 3,000.
The electric bikes or scooters must be registered at the point of purchase. The owner will be sent a digital certificate that includes a license number that includes two letters and four digits. The owner will then go to an authorized license plate maker, who will prepare the plate for them.
It should be noted that unlike motor vehicles, the license number is personal and associated with the owner of the vehicle and not the vehicle itself. When selling the vehicle or purchasing a new vehicle, the owner must remove the plate and install it on the new vehicle.
