In a precedent-setting decision, the City Council approved a list of special budgets totaling approximately NIS 44.5 million. The municipality describes the move, funded by government ministries, designated funds, and local resources, as a “strategic and necessary” step in response to the city's rapid population growth.

Investments across key areas:

Education: New institutions for growing neighborhoods

Funds will be allocated to build new educational institutions in the expanding neighborhoods of Ramat Beit Shemesh D and Neve Shamir. These will include kindergartens, elementary schools, and innovative learning spaces. The municipality states this is a direct response to the fast-growing young population, aiming to provide accessible, high-quality education environments.

Community & Welfare: Strengthening support services

Budgets will also go toward expanding welfare and community services. This includes opening new community centers, hiring more professional staff for social services, and establishing youth activity hubs—especially in newer neighborhoods where services are still lacking.

Infrastructure: Upgrades in older parts of the city

Additional funding will be used to improve infrastructure in older neighborhoods like Givat Sharett, Ramat Lechi, and the city center. Projects include upgraded lighting, road resurfacing, sidewalk expansion, improved drainage, accessible walkways, and shaded bus stops.

Economic Development: New employment zone in the north

A major initiative involves the development of a new employment zone in northern Beit Shemesh, near the Har Tov industrial area. The zone will feature office spaces, commercial areas, and light industry buildings, in partnership with the Ministry of Economy and Israel Land Authority. City officials say this move will expand local job opportunities and attract new businesses.

Mayor Shmuel Greenberg:

"Beit Shemesh is moving forward — anchored by investments in infrastructure, education, economic development, and community. These budgets reflect our commitment to the city’s future, ensuring a better life for our children and strengthening Beit Shemesh as a regional leader."
