Beit Shemesh: Leading Israel’s New Housing Boom

As Israel heads into a wave of Government land tenders for construction, nearly 9,000 new housing units are expected to enter the market by the end of December 2025. The tenders are for construction companies to bid on the right to build on the plots of land. 

After months of stagnation in the Israel Land Authority (ILA), at least 70 tenders, totaling 8,987 units are now set to close by year’s end. The freeze began due to a sharp dispute between the ILA and the Ministry of Finance over special tenders for reservists and the future of the 'Apartment at a Discount' program. Activity resumed only in August after intervention from the Housing Ministry, but the holiday season caused additional delays, pushing many tender deadlines to the end of the year.

Among the major tenders now approaching closure, Beit Shemesh stands out as one of the most significant hubs for upcoming development. Two tenders aimed at the growing Haredi sector are expected to close soon in the city:

662 Apartment at a discount

220 Long-term rental units

This positions Beit Shemesh as one of the most prominent and active cities in Israel’s construction pipeline, with hundreds of new, more affordable homes on the way - offering real opportunities for young families and long-term renters.

Other large tenders across the country include 498 units in southern Tel Aviv, 715 in Kfar Saba, and 726 in Beit Dagan. Additional major projects are unfolding in Ofakim and other cities, with thousands of units planned and several long-term rental frameworks gaining momentum nationwide.

Currently, the ILA has nearly 500 tenders planned to close by the end of the year, though many have yet to open. Still, industry leaders express strong anticipation as major companies await new investment opportunities.

Despite recent fluctuations, the total number of tenders expected to close by the end of 2025 remains within normal yearly ranges - similar to 2021, 2022, and 2024.
