  • Age Requirements: Drivers must be at least 17 years old. 

  • Fitness to Drive: You should meet the health standards required for an Israeli license. 

  • Duration of Stay: Your time in Israel since your last entry shouldn't exceed one year. 

  • Defining 'Last Entry': A minimum of three consecutive months spent outside of Israel is necessary to reset your 'last entry' date. 

In Summary: Foreign citizens, New Olim and returning residents (Toshavim Chozrim) living in Israel for less than one year are legally permitted to drive or purchase a car with a valid foreign license. 

If you're a tourist or a student who visits Israel periodically, you can drive using your foreign license each time, provided you've spent at least three consecutive months abroad between visits and don’t stay in Israel for more than a year.

Consider the case of a Yeshiva student who is here for his second year (Shana Bet). He drives on his foreign license during his first year, goes home for Bein Hazmanim, and returns for Elul. If he hasn't been out of Israel for at least three months, his 'last entry' is counted from the beginning of Shana Aleph, rendering his foreign license invalid. In such scenarios, the student must convert to an Israeli license without delay.
